Trump's Progressive Warning Misses The Continent's True Threat: Technological Stagnation.

Donald Trump's security policy document presents a flawed view of Europe. It claims that unrestrained immigration and so-called "woke" policies pose an grave risk to European civilization. However, this perspective is based on a fundamental misinterpretation of the situation. The actual challenge facing Europe is not cultural but technological and economic lag.

A Glaring Growth Divide Separating Europe and the US

The data paint a sobering contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry 13.5% growth for the EU. Over this period, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than major EU nations like Italy and France.

Currently, roughly half of the global top fifty tech companies are American, while a mere four are European.

The Technological Deficit: The Core Problem

This widening disparity is driven by superior productivity growth in the United States, fueled by technological innovation and better use of resources. The scene of global tech leadership is overwhelmingly US-centric. In the last five decades, hundreds of American startups have scaled into companies valued at more than $10bn, compared with just 14 in Europe.

This disparity raises a pressing question: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, what is Europe positioned? Experts widely agree it is essentially a two-horse race between the United States and China, with Europe entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

Several key factors account for this technological divide.

  • Venture Capital: The United States has a much more robust and agile system for financing new ventures. The EU still lacks a genuine capital markets union, a factor that caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A American entrepreneur can introduce a product under a single set of laws to access a market of over 330 million. The European Union, despite a bigger population, is divided among 27 different national regimes, creating significant market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In some EU nations, business failure was historically met with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its ability in pioneering research.

The Road Ahead: Grounds for Hopefulness

In spite of these hurdles, there are causes for hope. European leaders are increasingly aware of the existential challenge and have started to propose substantial change. Notable analyses on European competitiveness and the single market point to the necessity of sweeping reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths could support far greater degrees of business-led breakthroughs.

Europe retains significant advantages: skilled human capital, top-tier schools and universities, and world-class research institutions. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in developing next-generation technologies, it can still significantly increase productivity by implementing and tailoring advancements from elsewhere.

An Inflection Point

The European Union now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, if it fails to take decisive action to tackle its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
